AOYE Immigration Attends the 2026 Antigua and Barbuda Asia-Pacific Tourism Summit

On July 27, 2026, the 2026 Antigua and Barbuda Asia-Pacific Tourism Summit opened in Zhuhai, bringing together senior government and business leaders from Antigua and Barbuda and China. AOYE Immigration founder Ms. Min Li, together with the firm's Director of Product Marketing and Market Manager, attended the summit by invitation.

The summit convened Antiguan senators, the Minister of Tourism, the Ambassador to China, and Charmaine Donovan, CEO of Antigua and Barbuda's Citizenship by Investment Unit (CIU), alongside senior figures from Chinese industry. Discussions centered on Antigua and Barbuda's tourism development, investment cooperation, outbound expansion for Chinese enterprises, and the country's citizenship-by-investment (CBI) policy — creating a high-level platform for exchange between Chinese businesses, professional institutions, and the Caribbean region.

Antiguan officials, including the Minister of Tourism and the Ambassador, shared updates on the country's national tourism strategy, investment opportunities, prospects for China-Antigua cooperation, and key partnership projects. Chinese enterprise representatives also discussed practical experience entering the Caribbean market. Against a backdrop of accelerating outbound expansion by Chinese companies and surging demand for global mobility planning, the summit sent a clear signal: the timing is right for Antiguan citizenship.

A direct exchange with the CIU's CEO

During the summit, Ms. Li Min held an in-person discussion with CIU CEO Charmaine Donovan, exchanging views on the Antigua and Barbuda CBI program's policy direction, compliance and due diligence standards, market trends, and the increasingly diverse global mobility needs of Chinese applicant families. As part of the summit agenda, Ms. Donovan also presented the program's latest 2026 policy updates and outlook.

This direct engagement gives AOYE early visibility into the program's direction and underlying review standards — insight the firm applies directly to building more informed, higher-value, and more secure planning pathways for its clients.

From tourism cooperation to corporate expansion: China-Antigua ties are deepening

One of the summit's clearest signals is that China-Antigua cooperation is expanding well beyond tourism — into project investment, corporate outbound expansion, industrial partnership, and global resource allocation. Alongside sessions on tourism investment policy and partnership opportunities, the summit featured Chinese enterprise representatives sharing first-hand experience working with Antigua and Barbuda. Leading Zhuhai-based companies, including Huafa Group, are already exploring cooperation with Antigua and Barbuda in tourism, real estate development, and urban construction as part of their broader international expansion.

This growing corporate interest reflects a shift in how the Caribbean is viewed — no longer simply a tourism destination, but an increasingly important connection point for Chinese companies pursuing overseas industrial footprint, brand internationalization, and global resource planning.

For entrepreneurs and high-net-worth families, corporate expansion abroad and personal residency planning are rarely separate decisions. Companies need market access, families need greater international mobility, children need broader education options, and assets need more flexible global structuring. A well-matched international status is increasingly becoming a core tool in an entrepreneur's broader global strategy.

Chinese enterprises are currently expanding overseas at an unprecedented pace. According to data from the China Association for Public Companies, roughly 70% of listed companies nationwide disclosed overseas revenue for 2025, totaling RMB 12.38 trillion — up 13.3% year-on-year and accounting for 22.7% of total revenue, a 2.2 percentage point increase from the prior year. On July 1, 2026, China's Regulations on Outbound Investment took formal effect, providing a stronger institutional framework for cross-border investment and putting outbound expansion firmly back in the spotlight. Against this backdrop, Antigua and Barbuda — with its strategic location, tax regime, and CBI framework — is emerging as an important base for Chinese companies expanding into the Caribbean and the broader Americas market.

Antigua and Barbuda: a Commonwealth passport with global reach

As a Commonwealth member, Antigua and Barbuda offers visa-free or visa-on-arrival access to more than 150 countries and territories, including the UK, the EU/Schengen area, and Hong Kong. For listed companies and entrepreneurs with global ambitions, Antiguan status offers more than travel convenience — it's a strategic tool for global asset allocation, tax optimization, and family succession planning.

Investment starting at USD 160,000 / USD 230,000, covering up to five generations of family members.

  • Low barrier to entry: No language, education, or residency requirements; no need to explain source of funds in detail

  • Favorable tax regime: No personal income tax, inheritance tax, or capital gains tax; established offshore financial center status

  • Global mobility: Visa-free access to 150+ countries and territories, including the EU, Schengen area, Singapore, and Hong Kong

Who this suits:

  1. High-net-worth individuals planning overseas asset allocation — with no worldwide taxation and no personal income, inheritance, estate, or capital gains tax, Antigua is well suited to offshore company structuring and tax planning.

  2. Education-focused families — an English-style education system with 11 years of free compulsory education supports pathways into leading UK universities; Antiguan passport holders can also apply to top Chinese universities such as Tsinghua and Peking University as international students, often without standard entrance examinations.

  3. Frequent international travelers — visa-free access to nearly 150 countries and territories, including the EU, Schengen area, and Singapore, simplifies business travel and leisure trips alike.

  4. Applicants seeking a fast, accessible path to a second citizenship — Antigua is one of the more cost-effective and efficiently processed family citizenship programs in the Caribbean, with straightforward documentation and high approval rates.

  5. Entrepreneurs planning an overseas listing — a mature offshore financial sector and experienced professional services network provide efficient, secure legal and tax support for companies pursuing an overseas IPO.

Global asset allocation takes center stage

Beyond tourism investment and CBI policy, the summit also featured a dedicated session on China's evolving tax landscape and global asset allocation. Tax specialists addressed shifts in Chinese tax policy, wealth planning under the Common Reporting Standard (CRS), and global tax structuring for high-net-worth individuals — alongside a deeper look at Antigua's CBI program, its core advantages, and its positioning in the market.

This reflects a broader shift in how clients approach second citizenship. Where travel convenience was once the primary driver, more clients now weigh corporate internationalization, family member status planning, global asset allocation, children's education, and risk management together. Residency and citizenship planning has evolved from a single product decision into a long-term strategy spanning business, family, tax, and asset structure.

As Chinese enterprises continue expanding overseas and families' global mobility needs grow, Antigua and Barbuda's CBI program is drawing increasing attention — offering a comparatively clear application process, the ability to plan across family members jointly, and strong international mobility, making it a meaningful option for those with global travel, business expansion, education, or family status planning needs.

At the same time, due diligence and compliance standards across the global CBI industry continue to strengthen. Applicants should evaluate a program on more than cost or processing speed alone — eligibility requirements, source-of-funds documentation, background review, and the practical utility of the resulting status all warrant careful consideration.
